In this short snippet of a longer presentation recently, I pointed out the importance of getting the relationship between the state and free enterprise in building world class infrastructure. Many countries in Southeast Asia are trying to emulate Singapore, where the state defines everything and creates the digital infrastructure. Singapore is unique in having a world class and competent state. Most other countries have to depend on private enterprise to help the state build their infrastructure for them, and this is not a bad thing.
